Illegal Ones

attorney, Robert M. Morgenthau, announced on Tuesday the
creation of an Immigrant Affairs Program to encourage
immigrants who are crime victims or are aware of illegal
activity to come forward without fear of arrest and
deportation.
Even as the debate over illegal immigration continues to
rage in Washington, state and local governments are coming
up with their own ways to respond to the immigrant influx.
New York has traditionally been a haven for immigrants, and
Mr. Morgenthau’s announcement is consistent with the
