addressed to President John Mahama directly through his
Executive Secretary ... We must make an effort to provide
solution and if rejected, of course we then have a right to
condemn or criticize.

Chinese in Ghana, in reference to a report the authors read
This report indicates clearly there is the involvement of the
higher ups in government and for the $13 Billion Chinese loans,
it seems to some of us the President and former President are
involved in this approval of the Chinese migration and
importation of labor to Ghana. 50,000 is not a small number of
Chinese and very soon they will have influence on our political
system and hence take over the nation of Ghana with money. In
the US the laws allow immigrants of rich businessmen who are
going to employ their own people, not import labor from
overseas.
I wanted to publish this with an Editorial Commentary on
GlobalExpressGhana but on further thinking, since a Website is
read by outsiders also, I want to give the Mahama Administration
a chance to show the nation they are above reproach on this and
the President is not involved, and they have a solution and will
enforce the laws.
On behalf of GLU we are demanding the ff:
1. A Clear public statement from the President against any
Chinese importing Labor to Ghana for mining unless they can
demonstrate that there is no equivalent Ghanaian who can do that
particular job. Even America has these laws and nobody will
blame a small country for enacting these laws if we don’t have
it already, or enforcing it if we do have it on the books. If
there are no specific laws on these, parliament should pass the
laws very quickly.
2. ID SYSTEM - Every one of the 50,000 Chinese in the country
must be given a Picture ID to carry with them by Immigration as
they enter the nation.
3. TAXES - Every one of these immigrants must show that they
have paid their taxes as any worker in Ghana does ( I am not
sure of the rate but the Ministry of Finance should do this
quickly).
4. INCENTIVES - All Police officers in these districts must be
paid a 10%-15% more than other police officers in different
jobs. In California for example, police officer who work at the
Prisons get paid more because they are considered more
hazardous. This is Human Resources management Principles 101.
5. DETECTION and ENFORCEMENT - To crack down on the corruption
in the industry and illegal activities, the President’s Office
must, unannounced, send plain clothes BNI detectives
periodically to do clandestine investigations. This should be a
highly paid job also, and good detectives must be rewarded also.
6. LEADERSHIP - The Ministry of Interior, and Forestry, and
Health must come out with a PLAN that will restore our Forests
through replanting, stop the River pollution, and periodic
testing of these waters must be implemented to demonstrate this.
Once moneys are being made a certain part of the funds generated
should be set aside, under the leadership of the President, to
ensure that this is done.
MANAGEMENT- There should be a report on this every quarter by
these Ministers of (a) Test Results of all Rivers in all areas
(b) Re-forestation enforcement – a count of how many trees have
been plated to replace damaged trees. These must be published on
the Government Website .. LAWS - Parliament must pass a law that
will enforce these laws and all District Chief Executives and
their staff must be paid extra bonus for managing and monitoring
these activities in the Mining Areas.

Folks, we have to do our part before we criticize or condemn or
accuse the President (and his Ministers of course), of being
involved in this massive destruction and sale of Ghana to
foreigners for loans taken. We have previously requested of the
President to show the Projects for which the loans were taken,
who is in charge of each project, and the progress reports.
